  • Guidance: Democratic Republic of Congo Ministry of Finance materials record that VAT on invoices issued outside fiscal electronic devices is not deductible for persons required to use those devices, and that VAT taxpayers have a VAT number alongside their tax number. The Ministry's DEF programme describes certified devices that issue standardised invoices and automatically transmit fiscal data, with an invoicing unit for small businesses and a billing-control module for larger businesses.
