French official sources now expressly resolve French Guiana's no-local-TVA status and e-reporting position while national business guidance supports ordinary invoice fields and commercial retention. Local octroi de mer, sector/customs rules, non-tax commercial applicability and transaction exceptions still prevent a core claim.
