Why these defaults?

The country code comes from ISO 3166. Unicode CLDR supplies presentation-oriented locale, currency, paper, date, language, calendar, numbering, and direction metadata. Defaults reduce setup time; they do not decide what a valid document must contain.

GİB's e-Fatura rules support the cited invoice particulars, identifiers and QR/barcode context. Record retention and a complete current registration, signing, transmission, exemption and taxpayer-applicability boundary are not yet evidenced here, so this pack remains partial.
